Information, Digital Tranformation's and Internal Affairs Unit

Sri Lanka’s Right to Information (RTI) Act, No. 12 of 2016, which came into effect in February 2017, is a landmark piece of legislation that recognizes the people’s right to access information held by public authorities. It establishes transparency as a cornerstone of democracy and gives citizens the power to question and hold state institutions accountable. The Act also aligns with Sri Lanka’s constitutional guarantee under Article 14A, which recognizes the right of access to information as a fundamental right.

Main Objectives of the RTI Act in Sri Lanka

  • Ensure Transparency and Accountability – Promote openness in government decision-making and operations.
  • Combat Corruption and Misuse of Power – Enable public scrutiny of government actions, reducing space for corruption.
  • Empower Citizens and Strengthen Democracy – Equip citizens with information necessary for meaningful participation in public life.
  • Promote Good Governance and Public Trust – Build confidence in state institutions through openness and responsiveness.
  • Uphold Fundamental Rights – Operationalize Article 14A of the Constitution by legally guaranteeing access to information.

Internal Affairs Unit

Establishment of an Internal Affairs Unit in All State Institutions was initiated jointly by the Presidential Secretariat and the Commission to Investigate Allegations of Bribery or Corruption (CIABOC) an Internal Affairs Unit has also been established in this office in accordance with the Anti-Corruption Act No. 9 of 2023.

Main objectives:

  • Enhance the institutional compliance
  • Development of a compliance plan and code of conduct to the institute
  • Establishment of disciplinary procedures
  • Advancement of a mechanism to identify risk areas
